An efficient and effective Quality Assurance, Monitoring and Evaluation system is essential to assess the success of any Programme. For DSD its importance is further intensified to gauge the outcomes of several interventions described in the plans (CPD framework). Regular monitoring and periodic evaluation ensures the quality, relevance, efficiency and equity of various activities, which is essential to get the best results. This information would contribute towards continuous improvement in the plans, make adjustment and revise current programs to ensure that teacher performance and child learning has improved.

Quality Assurance is at the heart of all DSD activities, at all stages of input, process, output and outcome. Monitoring mechanisms have been developed for monitoring the CPD activities. Rules and Standard Operating Procedures (SOPs) for all practices have been established. Monitoring is being done through different channels. Firstly, there is DSD’s own structure of monitoring through QA staff and Regional Programme Managers. District Education Administration is also involved through EDOs, DEOs, AEOs along with Monitoring & Evaluation Officers (MEOs) and District Monitoring Officers (DMOs). The Quality Assurance is evident at two distinct levels.

1. Institutional structures and processes & Development
2. Programme implementation & delivery
